Qari was planning to
hit the Chinese

Qari Siaf Ullah Akhter, head of the Harkatul Jihad-e-Islami, Alalmi (HJIA), arrested on Friday night from Dubai was planning to hit the Chinese engineers in Balochistan, sources told The Fact.

“The only motive behind the move was to damage Pakistan’s friendly ties with
China, which was unbearable for government”, an official said. Qari had the close relationship with the Chinese Muslim militants and he was the man, who had introduced the Chinese militant leader to Muallah Omer in 1997. He had requested for their training and launching but after the interference of the Pakistan Taliban had rejected his request, while allows these Chinese to stay in Afghanistan as the state guest.

Forty six year old, Qari Siaf Ullah belonged from Bahawalnager’s sub-district Chistian is considers the one of the founders of jihad in Pakistan and he was included in the first ever badge, who had gone in Afghanistan for Jihad in 1979. Maulana Arshad Ahamd and Maulana Abdul Samad Sial were among the other fellows of Qari, who were in the badge. When Maulana Mufti Mehmood issued the decree of jihad against Soviet Union, these three fellows had planned for the jihad. In 1984, Qari formed HJI, which emerged as the biggest jihadi group of the Deobandis Mujahideen, who had the its own training camp in Afghanistan. Most of the leading Arab and Pakistani
commanders had got triaing from him including Maulana Fazlur Rehman Khaleel, Commander Jabbar, Maulana Masood Azhar, Riaz Basra and Commander Ilyas
Kashmiri.

Qari was also the an important player in 1995’s Major General (Reted) Zaheer
Abassi sedition case and sources claimed he was responsible for delivering
the weapons to the militants who were assigned the duty to occupy all the
major bridges and roads around the capital Islamabad. When the plot exposed
he was also arrested and mysteriously during the proceeding of the case.
While Crisis Management Cell head Birg. Javed Iqbal Cheema told the press
that he was turned the approver but his statement, which was appeared in the
press in 1996 shown that he had refused to turned approver against his
fellows. Jihadi sources also claims that he was refused to disclose the
details of the plot and he was wanted in Pakistan in this case.

Sources said that he was not came Pakistan after the Taliban fall because of
the sedition case. Saifullah was with Mullah Omer when the US forces invaded
Afghanistan. He escaped from Kandahar and went to Saudi Arabia. However, he
did not stay there for long and took shelter in Dubai from where he was
captured.

Qari had enjoyed the Minister level status in Taliban government and he was
the special advisor of the Mullah Omer. All training camps in Kabul were
under his supervision and he was one of the Taliban military experts, who
had defeated the Northern Alliance forces on different fronts. When America
had attacked on Afghanistan he was the commander in charge at Mizar Shariaf
and in the American bombardment HJI’s 500 worriers were killed, which were
the biggest contribution from his side. While he manged to escaped and
reached Qandhar and he was remain with Mullah Omer, till the fall of
Qandhar.

Qari’s jihadi organization, HJI was considered the biggest militia, which
had the matto “Second defense line of the every Muslim country”. Qari had
established its branches in Burma, Bangladesh and central Asian states.
Especially in Uzbekistan, Tajikistan, Chechnya and Burma HJI had the deep
roots and start the separates movements.

When Qari escaped Saudi Arabia after Taliban fall the organization passed
through the difficult period and divided into the three groups; HJI, Burma,
HJI Kashmir and HJI Qari group.

Qari is also believed the close aide of Osama Bin Laden and Taliban leader
Mullah Omer. HJI was the one of the leading organization, who remains with
Al-Qaeda after Taliban fall and Qari was appointed the operational
coordinator of the Al-Qaeda for Pakistan.
