Refugees camps, big problem for Pakistan |
Afghans who victim of soviet
invasion moved towards Pakistan to seek shelter and food.
These poor oppressed refugee were warmly welcomed by Pakistan.
In the remembrance of Ansar-e- Madina but with the passage
of time refugee camps spread all over the Pakistan. Refugees
from these camps got control over Pakistani resources under
NGO’s self reliance policy but from these camps kot
Chandna camp in a very strong camp in which many heads of
tribes and strong Maliks are settled. These afghan refugees
not only effecting Pakistan’s economy from Khyber
to Karachi but also creating savor problems in maintaining
peace and harmony. In 90’s a refugees camp No 6 has
been established in kot Chandna (Mianwali) in 1982 camp
encircled 519 acre 5 canals for native people but due to
increasing members of afghan refugees camp covered 69 acre
in 1984, 671 acre in 1985 and now the total area covered
by the camp is 1411 acre, 1 canal and 11 marlas. Mangi khail
is on the north of the camp chaghlaw and kuch tundar khail
on east, Kot Chandna on the south and vast range of mountains
on the north. Initially 2 and half lack refugees settled
in camp and now a days almost 18 to 19 thousand refugees
settled in the camp. These afghan refugees belonged to different
tribes like Noorzai, Qandari, Barangi, Khadr khail, wali
khail, sulman khail, Zardan, Mughal and Tamuri of baghlan,
Qandoz, Tukhar, Mazar-i-shrif and paktika. Camp had not
any record of afghan refugees because they were registered
after 1995. Camp administration did not pay any attention
to refugees movements.
Camp with out any boundary provides refugees easy ways,
which is now creating serious problems for security and
peace through out the region. Refugees have destructive
weapons. It also complaints that beyond the camp these refugees
are contaminated in different crimes especially in Karachi.
According to reasonable sources refugees of Kot Chandna
camp had their own houses in different areas of Karachi
where they lived in groups. Kot Chandna camps refugees had
prove to be criminals. An afghan refugee named Jalal Khan
settled in Karachi from Kot Chandna camp. Later on he transferred
250 families in Karachi. Jalal Khan developed his relation
with a DSP which turned into partnership. Being a front
man of DSP he supplied meat on contract basis. After a short
period DSP killed Jalal Khan due to some clashes. Jalal
khan’s son called Toor Khan, Khan Muhammad in Karachi
to took the revenge. It also said that Jalal Khan’s
son was “wanted” as murderer and other serious
crimes in Karachi. A police station was attacked after some
days of their arrival in Karachi. According to sources these
afghan refugees were in efforts to kill D.S.P but D.S.P
group got the police encounter chance and killed Toor Khan
and khan Muhammad in a 17th april 2004 in Sohrab village.
Both dead bodies were buried secretly in Kot Chandna between
18th and 19th night. It also said that tribal heads Malik
Ibrahim, Malik Mannan, Eisa Khan and Daaud Ahmed Khan are
also the secret member of this gang. whole Kot Chandna camp
admitted Kabul Khan the head of Salman Khail tribe in the
camp. Kabul Khan also known as Kashmir Khan. Kabul Khan
had developed strong relations with the officers and workers
of Lahore Afghan refugees directorate. Afghan refugees of
Mianwali camp now involved in terrorist activities. Five
armed refugees gang raped a 12 years old girl in chughlan
district near Kala bagh on 23rd November 2003. These criminals
ran away to refugees camp after this boatel and terrible
area. Native people protested against this brutal air. Imran
Khan MNA and Nawab of Kala bagh Asad Khan also supported
the people in this protest. Temporarily administration refugees
restricted to their camps to avoid tension.
Businessman of Kala bagh utilized this incident for their
own purposes, Because refugees had control over cloth and
electronics market and now all refugees shops were closed
and now market was opened for local businessmen. Politic,
social NGO’s, powerful persons and local administration
struggled a lot but heads of tribes and Maliks did not hand
over these criminals. Local people were to much laired up
they also encircled refugees camp. According to sources
tribal heads of the camp offered 15 to 20 lac to effecters.
According to government reports each refugee family Kot
Chandna contained destructive weapons. Many years before
Govt. handled a movement against weapons but they could
seized on 64 klashankofs from the camp. At the time tribal
heads and Malik’s are handling under ground business
of weapons. With out a boundry it is very easy to smuggle
weapons from camp. Round about hundred men and women staff
of educators and health department are working in the Kot
Chandna camp. Senses in the camp kept secret. often camp
got extra funds by representing fake facts and figures to
the commissioner afghan refugees sectariat.
According to a report when Govt. got land to established
refugee camp they also include the payment of the trees.
According to this agreement trees on two canals should paid
200 per tree. Same as 13323 acre land got on the behalf
of UNHCR and the total trees in that area were 26646. ironically
land owner still unable to get their payment so the total
balance is almost 1 Arab 6 carors and 58 Lack 40 thousand
rupees. These helpless, destitute poor people who are forced
to live in these camps also suffering from such terrorist
elements. It is necessary for the Govt to register refugees
in the camps so that only poor and opprened people could
settled in the camps. It could help out Govt to squeeze
off terrorism smuggling from refugees camps.

These are the person who
called police petrol to control 18 to 20 thousand people.
No any other person from law enforcement agencies is posted
in the camp. Two of five constables are posted on entrance
check post. One armed man is posted on protocol duty at
district administrator gate. While two police man in civil
dress control whole refugees in the camp.

Present Numbers
of Afghan Refugees
According to a restricted estimate more than twenty lack
refugees are settled in Pakistan and Iran. More then 70%
are settled in Pakistan. 56000 Afghan refugees have seized
business, lands and other resources of Islamabad the capital
of Pakistan. According to given figures 332000 Afghan
refugee families are settled in Balochistan, 132000 in
Punjab and 182000 in NWFP. Almost 80000 families have
been settled only in Karachi city.
